DeNoise
DeNoise is a plugin for Adobe Photoshop that is offered freely by the developer to reduce noise in your photos. It provides 4 noise reduction algorithms, including low-pass, bilateral, adaptive bilateral and low frequency. You can use these tools simultaneously or separately.

If you're running an early version of Elements, DeNoise is a useful plugin -- and it's FREE. Even if you have a full version of Photoshop, it provides an alternative method of denoising that may produce a result you prefer.
DeNoise lets you treat each color channel separately while a visual display shows the effect on a magnified area.
