Photovista Virtual Tour
Photovista Virtual Tour is a complete software suite for creating interactive virtual tours. It contains the vendor's popular Photovista Panorama product but also includes facilities for adding hotspots which link the panoramas together. Besides this, the suite includes all the necessary viewer applets plus the VuForge Java Viewer Customization Tool.

If you are making online tours for real estate websites, this is probably on your shortlist of software already. The Virtual Tour Maker component lets you add multiple hotspots to several different locations, enabling site visitors to zoom and pan to move from one room or scene to another.
The VuForge component lets users customize the look and feel of the Java Viewer toolbar, remove buttons, and alter the splash screen.
It costs substantially more than the panorama-only product, but it is a one-time fee -- so you don't have to pay for each tour you create.
